Development Perspectives in Disadvantaged Rural Areas

Abstract

With this work we reflect on the relationship between farm management and rural policies in disadvantaged areas, with particular reference to the Argentine context. Starting from the concept of the right to development and from the strategic role historically played by agriculture in many international experiences of rural development, the paper analyses the coexistence in Argentina of a highly competitive agro-export sector and, in the same time, of numerous small rural producers still excluded from satisfactory economic dynamics. The article argues that, in a context characterized by limited and fragmented rural development policies, the strengthening of entrepreneurial culture becomes a decisive factor for the economic and social growth of rural areas. In this perspective, agribusiness is interpreted not only as a technical or productive activity, but as a broader managerial approach based on strategic planning and value creation. Particular attention is dedicated to the importance of management culture as a tool capable of transforming local resources, traditional identities and productive schedules into concrete opportunities for development, even in structurally disadvantaged contexts. The paper also highlights the relevance of flexibility and innovation as key elements for the competitiveness of small and medium-sized rural enterprises in front of global market changes. At the same time, the article underlines that entrepreneurial capacity cannot entirely replace the role of public institutions. For this reason, the need for more coherent rural policies is emphasized, not in an assistential sense, but as instruments capable of stimulating employment, food security, training and social inclusion. On the whole, the study proposes a more integrated vision of rural development, in which management culture and public governance operate together for social integration and economic growth.
